In Singapore, payroll outsourcing services typically cost S$15 to S$60 per employee a month (2026), based on published price guides from Abacus and Excellence Singapore. Very small teams often pay a monthly minimum of about S$100 to S$150 instead. Fixed annual fees, such as S$300 per employee a year, are also offered. Check whether GST is included.
How much does payroll outsourcing cost in Singapore?
Expect S$15 to S$60 per employee a month for a managed payroll service, according to the Abacus and Excellence Singapore price guides. The providers that publish prices on this page all fall inside that band, from about S$25 a month per head upwards.
Pricing is usually per head, so the bill rises with each new hire. Some bureaus add a base fee or a minimum charge that covers the first few employees, which is why a two-person company can pay more per head than a 30-person one. The table below turns the general range into monthly budgets. These are illustrations worked out from the range, not quotes from any provider.
| Team size | Typical monthly cost | How it is worked out |
|---|---|---|
| 1 to 3 staff | About S$100 to S$150 | Minimum fees often cover the first 3 staff |
| 10 staff | S$150 to S$600 | 10 x S$15 to S$60 |
| 25 staff | S$375 to S$1,500 | 25 x S$15 to S$60 |
| 50 staff | S$750 to S$3,000 | 50 x S$15 to S$60; ask whether volume rates apply |
What changes the price of outsourced payroll?
Headcount is the biggest driver, followed by how much the provider does beyond calculating pay. Add-ons such as leave and claims handling, year-end tax forms and software access all change the quote, as do minimum fees for small teams.
- Headcount and minimums: most providers charge per employee, with a base or minimum fee for the first few staff.
- Scope: a calculation-only service costs less than one that also submits CPF, issues payslips and prepares year-end forms.
- Software or managed service: some firms sell a cloud platform your team runs, others run payroll for you each month.
- Pay complexity: overtime, shift allowances, commissions and mid-month joiners or leavers mean more work per payslip.
- Year-end processing: some providers charge separately for IR8A preparation and others include it, so ask.
- Bundling: payroll is sometimes sold as an add-on to an accounting plan, which can change the overall price.
- GST: a GST-registered provider adds 9% GST, and many price pages do not say whether it is included.
What does a payroll provider handle each month?
A full payroll service calculates gross and net pay, works out CPF contributions, issues itemised payslips, submits CPF and the Skills Development Levy, and prepares year-end IR8A forms. Check which of these are in the base price and which cost extra.
Deadlines matter because late payments carry penalties for the employer. Abacus's payroll guide states that CPF contributions are due by the 14th of the following month and that IR8A forms are due by 1 March. Sleek's payroll guide quotes the CPF ordinary wage ceiling of S$8,000 a month, which caps the wages that CPF is calculated on. These figures are taken from provider guides, so confirm current rules on the CPF Board and IRAS websites before relying on them.
Outsourcing the work does not move the legal duty. The employer remains responsible for paying staff and CPF correctly and on time, so choose a provider that sends you clear monthly reports to approve.
Do payroll outsourcing prices include GST?
Often it is not clear. Of the providers on this page, only 3E Accounting shows a GST-inclusive figure: from S$60 a month, or S$65.40 with GST. For the others, assume 9% GST may be added if the provider is GST-registered, and ask before signing.

Best known for: Cloud payroll and HR software with 24/7 access, on plans sized from 1 to 1,000 staff
Liberte Consulting runs a cloud payroll and HR platform that staff and managers can reach 24/7, so payroll records and HR data sit in one system rather than in spreadsheets. Plans are set by company size, from 1 to 1,000 staff, which lets a small firm keep the same system as it grows.
Liberte won two HR Vendors of the Year awards in 2020. It does not publish prices online, so ask for a quote based on your headcount and the modules you need.

Best known for: Flat annual payroll pricing per employee that includes all statutory filings
Sleek publishes a flat payroll price of S$300 per employee a year, which works out to about S$25 a month per head. It says this price includes all statutory filings, so year-end forms are not billed as an extra.
The flat rate makes payroll easy to budget, because the cost moves only with headcount. It suits small companies that want a predictable yearly figure. The price page does not say whether GST is included, so confirm the final amount before signing.

Osome offers payroll as an add-on to its accounting plans, at a published S$350 per employee a year, or about S$29 a month per head. Because it sits alongside an accounting plan, it suits companies that want their bookkeeping and payroll handled by the same provider.
Check the cost of the accounting plan as well as the payroll add-on when comparing it with standalone payroll services. The price page does not say whether GST is included.

How do I compare payroll outsourcing quotes?
Put every quote on the same basis: total yearly cost for your current headcount, including minimum fees, add-ons, year-end processing and GST. Then check how the price changes when you hire, and what notice you need to give to leave.
- Is the price per employee, a flat monthly fee, or an annual fee?
- Is there a minimum charge, and how many staff does it cover?
- Are CPF submission, payslips and IR8A forms included, or charged separately?
- Who handles leave, claims and changes such as new joiners and resignations?
- Do staff get self-service access to payslips, and is that extra?
- Does the quoted price include GST?
A firm that does payroll for under five staff will usually meet the minimum fee, so compare minimums first. A firm with 30 or more staff should focus on the per-head rate and on whether software access is bundled or billed per user.
What do people ask about payroll outsourcing costs?
Most questions are about whether outsourcing pays off for small teams, what is included in the fee, and who stays responsible for CPF. Short answers are below.
Is payroll outsourcing worth it for a small company?
For a team of one to three, expect a minimum of about S$100 to S$150 a month, based on the Abacus and Excellence Singapore guides. Weigh that against the staff time spent on payroll each month and the cost of late CPF penalties.
Is payroll outsourcing charged per employee?
Usually, yes. Most providers charge per head each month or each year, sometimes with a base fee for the first few staff. Sleek, for example, publishes S$300 per employee a year, and Osome publishes S$350 per employee a year.
Are year-end IR8A forms included in the price?
It depends on the provider. Sleek says its price includes all statutory filings. Others charge a separate year-end fee, so ask every provider to confirm in writing.
Does outsourcing payroll make the provider responsible for CPF?
No. The employer stays responsible for paying wages and CPF correctly and on time. The provider does the work, but you should review and approve each payroll run.
What information does a payroll provider need from me?
Expect to share employee details, salaries and allowances, CPF information, and each month's changes such as overtime, leave, claims, new joiners and leavers. Clean monthly data keeps the fee predictable.
